Will Apple Final Cut software work on any computer?

I am downloading for my girlfriend and I really dont know about this stuff so iwant to make sure before I make my computer super slow for the next little while. She needs a video editing program that is much better than Adobe Premier. She doesnt have an Apple computer. Can Apple Final Cut still work?
