Please, please help! Does high wind shear produce the spiraling pattern of the winds of a hurricane?

Wind sheer hurts the strength of a Hurricane because it blows the tallest thunderstorm clouds off the storm and lowers the amount of strong thunderstorms in the hurricane. The Coriolis affect causes the spiraling pattern of winds in a hurricane.
